FSM Research Alliance in Yap

The FSM Research Alliance in Yap is a partnership between the Yap Department of Education, the College of Micronesia-FSM Yap Campus, and community education stakeholders committed to using data and research to promote teacher effectiveness and student success. The Yap Research Alliance’s top priority is centered on optimizing the education data system. Efforts are currently underway to build a data system that will help inform other priority areas on teacher effectiveness, college career readiness and improving students’ outcomes from K-12.

Research alliance projects currently underway in Yap include:

Benchmarking Education Management Information Systems Across the Federated States of Micronesia 
Description: Through this research project, REL Pacific will help the FSM research alliance and the National Department of Education to develop a comprehensive understanding of its data management system in an effort to better inform education policy and planning. The work builds upon findings resulting from four separate REL Pacific research studies as well as a study at the national level using the same review protocol.

Research Question:

  1. What are the similarities and differences in the quality of education management systems across the Federated States of Micronesia (FSM), as measured by the SABER indicators of quality?

The State of Yap: Benchmarking Education Management Information Systems in the FSM
Description: The availability of quality data is critical in order to effectively monitor and report education activities and outcomes. Education management information systems are designed to provide comprehensive, integrated, relevant, reliable, unambiguous, and timely data to education leaders, decision makers, planners, and managers. In the Federated States of Micronesia (Chuuk, Kosrae, Pohnpei, and Yap), education data have been used primarily for demonstrating compliance with programmatic (e.g., special education) and funding requirements (e.g., U.S. health and education compact funds). The proposed study will provide an assessment and benchmarking of the education data system in use in the Yap State Department of Education. This study will complement an effort already underway at the National FSM Department of Education. Concurrent assessment and benchmarking of the state education data systems in the states of Pohnpei, Chuuk, and Kosrae will be pursued through separate REL Pacific research and evaluation studies.

  1. What is the quality of the education management information system in Yap state in the Federated States of Micronesia?

Analysis of the Making Data Meaningful Survey Results for the FSM
Description: The MDM survey, developed by REL Pacific in 2012, gathers information regarding the current state of data from the perspective of education stakeholders. Specifically, the questions on the MDM survey address five elements of effective data use: (a) attitudes and opinions toward data, (b) quality of data management, (c) frequency of data analysis, (d) data-informed decision making, and (e) improving data use. In this technical assistance project, REL Pacific administered the MDM survey to members of the (previously-named) FSM Research Alliance on Strengthening Teacher Effectiveness and Optimizing Data Systems, the staff members of the FSM National K-12 public school system, as well as staff members of all four FSM K-12 public school systems. A report of results was generated and delivered to all members of the FSM research alliances, making this project complete.

  1. How are data perceived by education stakeholders in the FSM?
  2. In what ways, and how often, are data used within the FSM?
  3. On which specific areas of data use can professional development trainings be focused?

Using Data to Improve the Education Management Information System in Yap
Description: Through this technical assistance project, REL Pacific will support the FSM Research Alliance in Yap in studying the findings that result from the research study, The State of Yap: Benchmarking Education Management Information Systems (EMIS) in the Federated States of Micronesia (FSM). Specifically, research alliance members will learn how to examine data and develop an action plan for improvement.

  1. How can the recent benchmarking study of Yap’s EMIS help inform the development of an action plan for improvement?
  2. What are the steps for developing and implementing an effective action plan for improving Yap’s EMIS?
